The Annals of Tewkesbury record the birth “II Non Aug” in 1222 of “Gileberto de Clare comiti Glocestriæ…filium…Ricardus”. The Chronica de Fundatoribus et Fundatione of Tewkesbury Abbey records the birth in 1222 of “filium Ricardum” to “Gilberto…Gloucestriæ et Hertfordiæ comes” and his wife “domina Isabella filia Willielmi Marescalli senioris, comitis de Pembroke”.
He succeeded his father in 1230 as Earl of Hertford and Earl of Gloucester.
The Annales Londonienses record the death in 1262 of "Ricardus de Clare comes Gloucestriæ". The Chronica de Fundatoribus et Fundatione of Tewkesbury Abbey records the death “14 Jul 1262…apud Esmerfelde” of “Ricardus de Clare comes Glowcestriæ et Hertfordiæ” and his burial “apud Theokes, in dextera patris sui”. The Annals of Dunstable record that “Ricardus de Clara comes de Glovernia” died in 1262 “per maleficium, ad mensam Petri de Sabaudia avunculi reginæ”. The Annals of Tewkesbury record that “Ricardus de Clara comes Gloverniæ et Hertfordiæ” died “Id Jul” in 1262 and was buried “apud Theokesberiam V Kal Aug”. The Annals of Burton record the death “Id Jul apud unum de maneriis suis juxta Cantuarium” in 1262 of “Ricardus de Clare comes Gloverniæ et Hertfordiæ” and his burial “apud Teukesbury”. 1

Order to Richard de la Lade to render without delay the scutage that he received from the fees of Joan de Sandford , who holds of Richard de Clare, son and heir of Gilbert, formerly earl of Gloucester , who is in the king’s custody, which Richard ought to hold from the archbishop of Canterbury, to the steward of the same archbishop, so that he answers the king at the Exchequer by his hand together with the other fees that the archbishop holds of the king in chief.

The king has given respite to Richard de Clare, until 15 days from St. John the Baptist in the twenty-seventh year, from his scutage that the king exacts from him for the knights’ fees which he holds in chief of the aforesaid archbishopric of Canterbury .

Richard de Clare has made fine with the king for having the oxen, plough-teams, corn and all manner of stock that the king had in the lands formerly in the custody of Richard de la Lade together with the same Richard de Clare, by 1200 marks, of which he is to render 400 marks at Michaelmas in the twenty-eighth year, 400 marks at Easter in the twenty-ninth year and 400 marks at Michaelmas in the same year.

Order to the barons of the Exchequer to place in respite, until three weeks from Michaelmas in the twenty-eighth year, the demands which they make by summons of the Exchequer from Richard de Clare for 40 marks still of the debts of his father , for 8 marks for a murder fine in Worcestershire and for 20s. for a murder fine in Hampshire.

Because Hugh Bigod, William de Beauchamp of Bedford, John de Breus’, Geoffrey de Fanencurt, Master John de Sicca Villa and Nicholas of Lewknor, the executors of the testament of R. de Clare, formerly earl of Gloucester and Hertford, have mainperned before the king to pay at the Exchequer all debts that the aforesaid earl owed to the king on the day he died, order to permit the same executors to have free administration of all goods and chattels formerly of the aforesaid earl in his bailiwick, which have been taken into the king’s hand by reason of his death, in order to make execution of his testament therefrom. The king has taken the fealty of Ellis de Ponte Episcopi, monk of Bekk, whom the abbot of that place, by letters patent has presented to the priory of St. Neots now void and in the king's hands by reason of his wardship of the lands and heirs of Richard de Clare, sometime earl of Gloucester, and therefore he commands them to cause him to have full seisin of the priory with all its temporalities.
