The county of Bliesgau lay east of the Saargau around the river Blies which joins the river Saar at Sarreguemines, at present a town in northern Lorraine on the border with Germany. The division of Lotharingian territories agreed 8 Aug 870 between Ludwig II "der Deutsche" King of the East Franks and his half-brother Charles II "le Chauve" King of the West Franks allocated "…comitatum…Blesitchowa…Sarachowa superior…" to King Ludwig. In the mid-10th century, the counties of Bliesgau and upper Saargau were administered by the Folmar family.

"Theodericus Dux, Folmarus Comes…" witnessed the charter dated 990 under which Hermann Bishop of Metz recorded the translation of St Clement to Metz. 1
